There is a wee little sprocket near the boot you speak of, it kinda looks like a spur I guess is the best way to explain it. You can manually adjust your parking brake boots by rotating that sprocket with a screwdriver or something. Our cars have self-adjusting parking brakes also, so yours sounds like it's not doing that. Maybe spray a little carb cleaner and some wd-40 in there too just to unstick what might be stuck.
