start w/ bolt ons and work your way up. headers,maf,pulleys,bellow,air lid,tb,plugs and wires(its a 1998 right?), sub frames, stb, shifter,etc. yes, if you want nitrous get it. but id go w/ all bolt ons 1st. and then if you need more, go w/ nitrous. you said you only have 800.00 so what do you do if it blows on you? being its a 1998 model eventually the motor is going to give nitrous is only going to help that. yes, if used correctly it can be safe, but if you dont have the money to fix it (and im not saying you dont) if it does give(and ive seen this more than once) i wouldnt risk it. just my .02 good luck.
