Somebody has tampered with the wiring I bet. It sounds like somebody wired it to a 12v koeo-koer source. So it will be hot when the ignition is hit. Autozone sells a relay kit for around 20 bucks Relay and temp sensor. You have your sensor goes in the the radiator. relay ground-hot-fan-switch < wires 2 ways. To a koer source and a wire to the ac to turn on when the ac is on > Mine turns on at 170 off at 190 and I have a 160 thermo .

The relay is by the firewall I believe (any good auto parts store should be able to tell you where it is), they sometimes stick so that is where I would start..

Both the fan relays are on the firewall to the right of the brake booster(from the front of the car. There are 3 total 2 for the fans 1 for the fuel pump. There are a few ways that it could have been wired to have a fan run with the key on. I have seen it where the high pressure switch for the AC is jumped which would cause it to run anytime the key was on. A factory relay could have had its 12v switch source jumped to anything that is hot when the ignition is turned on. Also, a whole new relay could have been wired in bypassing the factory relay altogether.
This probably will not solve your battery drain problem. That will most likely require some time with a voltmeter.
