Well a bone stock LS1 Z will run mid 13's. There is no "cheap way to drop a second or more. To look at some good mods and rough prices check out the forum in this section. Its under the title " jw '
I gave a guy a big list of stuff to do to his car and the prices.

Most of the stock LS1s around here seem to run about 13.6's on the dealer tires. If you wanted good bang for the buck, I'd recommend an aftermarket intake lid. I read an article where someone had posted gains of 2 mph in the 1/4 mi. and 15 horsepower. I don't remember the article, but that's pretty good even if the numbers are off a tad. But yeah, like was said before, there are no cheap ways to drop two seconds, particularly when you're already in the 13s. If you have money and want to drop down a bit, get a 9-inch rear end, slicks and a good shot of nitrous. Cheap? No, but you'll be pulling like mad.
